THE LIGHT POLES SHOULD BE MARKED OR LOWERED SO THAT THEY DO NOT PENETRATE THE 8:1 PROTECTED SURFACE. IF THE SOUTHERN QUADRANT IS TO BE USED FOR THE INGRESS/EGRESS, THEN THE PROPONENT MUST ENSURE THAT OBJECTS DO NOT PENETRATE THE 8:1 PROTECTED SURFACE. CURRENTLY, THE PROPONENT HAS PROPOSED AN INGRESS/EGRESS OF 090 DEGREES AND 270 DEGREES. IN THEIR MEMO TO THE CHICAGO ARPTS DIVISION OFFICE DTD 30 NOV 2012, FLIGHTS STANDARDS STATES AS FOLLOWS: THIS OFFICE HAS SUTDIED THE CONSTRUCTION SURROUNDING THE PROPOSED ST JOSEPH'S HOSPITAL HELIPORT PRIVATE-USE HELIPORT LOCATED IN HIGHLAND, IL FROM THE STANDPOINT OF SAFETY OF HELICOPTERS OPERATING TO AND FROM THE PROPOSED HELIPORT. THE STUDY WAS AN ONSITE EVALUATION AND A REVIEW OF THE HELPORT PLANS. OUR POSITION IS THAT THE HELICOPTER OPS CAN BE CONDUCTED SAFELY FROM THIS HELIPORT PROVIDED THE FOLLOWING CONDITIONS ARE MET: ALL HELICOPTER APPROACH/DEPARTURE ROUTE OPS ARE CONDUCTED ON AN INGRESS/EGRESS OF 060 DEGREE CLOCKWISE THROUGH 225 DEGREE AND 245 DEGREE CLOCKWISE THROUGH 345 DEGREE HEADINGS USING THE CENTER OF THE PROPOSED TLOF AS A REFERENCE POINT; ALL OPS ARE CONDUCTED IN VFR WEATHER CONDITIIONS; THE LANDING AREA IS
