All of these metro areas are on the smaller scale for sports media markets. However some of them are growing and I wonder if any of them could support pro sports teams in the future. With rumors of the MLS going to 40 and NHL going to 36. Makes me wonder if one of these cities will get their chance one day.

I'd say these have the greatest chance to land teams in the next couple of decades--

Richmond
Norfolk/Hampton Roads
Birmingham
Omaha
Charleston, SC

Of these, the only metro I could see getting one is:

Hampton Roads

Boise would need to basically double or triple in size in those 20 years. It'll grow, but not like that.

I voted Louisville because 1) they're the 2nd-most populous metro area on the list, 2) they're a passionate sports city (U of L draws pro-level crowds in football and basketball), and 3) they already have two pro-ready venues in the KFC Yum! Center (NBA) and the Lynn Family Stadium (MLS - but would need to be expanded).

None imo. Cities like Charlotte, Seattle, Austin, etc will get first dibs. But from this list maybe Boise or louisville

Doubtful the DC club owners would ever allow a team in Richmond or even the 757.

He's talking about cities that do not already have one. Obviously, bigger cities will always get first dibs because ownership will likely invest money for and in that city. But what city that doesn't have one yet is likely to get one.

I'll say Louisville, Richmond, and Hampton Roads could easily get a MLS team. NFL, no. MLB. Absolutely not. NBA, no as well. MLS I can see because of what type of sport soccer is.

"major 5" is including MLS? That is a wildcard I guess, but I don't see big 4 in any of these cities. Most likely is probably NHL in Omaha, and it would take a local billionaire forcibly making that happen.
