Based on your criteria I would recommend Athens. It's a college town (U of Georgia) an hour northeast of Atlanta, and also has that small town feel you're looking for as well as the others you mentioned.

The schools within the city limits of Athens are across the board better as that's where the majority of progressive residents reside, including educators/administration at the university.
