Wondering what a fringe foil highlight is - I'm guessing only the front/bangs? Or is it just limited amount of foils, in this case they advertise 12 foils maximum. Thanks.

Sure, you can do the whole head using this method. It's just a lot of work. For a full head of hair, it's standard to use 50 to 100 foils.

I used to get partial highlights in my hair, but at $150 every eight weeks, it just wasn't in my budget anymore. But it looked great, and I loved it, though.

Yes, just the framing of the face. They give a max in case of longer hair for the same price, but if your hair is shorter they won't use them all.
