From Apricitas Economics, an interesting chart showing how Los Angeles went from having restrictive residential real estate zoning & regulation to encouraging ADUs - Accessory Dwelling Units. These are sometimes referred to as "Mother-In-Law" units, sometimes above a garage, available for rent.

With the boom in ADU construction, LA has effectively added many rental units.

You can see regs were changed starting in 2017, and the number of ADUs started (in Green) is going up and up.
