I will say, the few times I visited and talked to my parents' neighbors and people in Rapid City, I sure saw some real hatred for Native Americans. That and its attitude on abortion wouldn't entice me into living there, although I really liked the state itself and my parents loved it there.
I thought the OP was speaking geographically. It never occurred to me that they were coming at it from a different angle, culturally.
At any rate, a great deal of the crime here does come from the rez. But speaking the truth doesn't make it hatred, at least from me. It does mean however that they have a serious issue which needs addressing. Many believe that it is the hard drugs, and alcohol. The former came here around 2020.
I just don't like being preyed upon by criminals no matter their background. At the same time I welcome the Law abiding, no matter their background. For me both are true.

How would I know? This was back in the 80s when I was visiting my parents who were living there at the time. I didn't pay a great deal of attention to the news (too many other things to do) and maybe something was going on at the rez, but it seems like every time I heard someone refer to it, they started out with "Those damn Indians..." and added whatever it was they didn't like. I wish now I had paid more attention to what was going on, but I remember thinking I was glad I was going home in a couple weeks. I didn't like the negativity.
Indigenous people in many cultures simply have higher reported rates of substance abuse, alcoholism, incest, and rape. That's just the way it is, statistically. They have lower rates of school attendance and graduation. Whether it's on the reservation, or in cities. The reservation in South Dakota outlaws sale of alcohol, but they step just across the state line into Nebraska where there's a huge liquor store.
This is true of Australian aborigines, indigenous people in Western Canada (including cities), Alaska, and Western U.S. states.
The most successful place seems to be the Cherokee reservation in western N.C. There's a Youtube video about it. Every household there gets large payouts from revenue collected by the tribal casino.

Nebraska is a couple hours away south of RC. But there are plenty of liquor stores in RC they can buy from so they don't have to travel all the way to Nebraska unless they live down that way. NAs also have a terrible problem with murdered, and missing NA women, and girls. They have a lot to fight against.
A number of years ago I read a long article, think it was in Runner's World, about this one very talented NA runner, a young man. They were saying that many of the promising NAs in all areas of interest get lots of negative feedback from others in their tribe. They seem to not want them to succeed for some reason. I hope they can get over that otherwise they will be stuck in a very deep rut which only hurts them. They should be able to succeed, and to also keep/restore their native traditions. One shouldn't exclude the other.
I may have seen the YT video you referred to. This guy has many excellent interviews with different people groups. He has also gone to a number of different tribes, and had folks show him around, and tell of their issues. Very well done. His name is Peter Santenello. This may be the one you wrote of. The whole series on NAs is well worth watching if interested.
