If a person downloads MP3 files to a Windows operated computer, can he/she then copy those files onto a Android operated tablet?

Most tablets you can connect your tablet to your PC via USB. However, on some tablets (such as Lenovo) you may need to change the USB setting to "File Transfer". To do this, after connecting your tablet to your PC with a USB cable, swipe down the notification pane and look for the USB settings. Click on it and you may see a setting for USB. Click on it and a screen should pop up with USB settings. Change the setting to "File Transfer".

After the USB settings are changed, you should see your tablet in "My Computer". Click on the device and within there you should see a "Music" folder. Copy the files into that folder.

You can also just use file sharing. How that is setup is dependent on knowledge of SMB. Typically just share the folder on the PC, then use a file browser on the phone to access it.

Or - use a cloud service like Google drive.

There are about a million ways to do this.
You can use this free and open source webpage and do it without sending it to the cloud and without installing anything on any device. Pretty neat.
