Çaldıran, which is also a municipal district in Van Province, is colder than Özalp in winter but unfortunately, there is no long term averages (official) available for it.
It sucks to have averages of very limitted amount of municipal districts in Turkey.
And averages of some municipal districts such as Özalp are put on wikipedia in the year 2024 (source says NOAA on wikipedia) but those are very limitted amount of municipal districts sadly.
Turkish State Meteorological Service did not publish them either. It only gave "coldest month daily mean" and "hottest month daily mean" information for such municipal districts on its website (in 1981-2010 period). That's it.
I wouldn't mind spending the summer there, but it's to cold in the winter. C-
