- Lack of effective pest exclusion
Effective measures are not being taken to exclude pests from the processing areas. OBSERVATION #1 - Specifically, I observed four to six cockroach-like insects at the starch tunnel entrance door to refinery A/B (Building 16). At least three cockroach-like insects were observed outdoors near the exterior door opening, along the base of the exterior wall. I also observed two cockroach-like insects in the vestibule between the door entry to germ production and refinery A/B production. OBSERVATION #2 – Specifically, I observed multiple cockroach-like insects in building 61 (starch drying area). The cockroach-like insects were observed primarily on the first floor near the exterior base wall of an interior storage room. The base of the exterior wall had small gaps/holes where rubber sealing material was missing or deteriorated. The cockroach-like insects were observed entering and exiting these gaps along the base of the wall. Additionally, cockroach-like insects were also observed around metal structural beam supports and along the down-river, bluff-side wall of the facility. Also observed in this general area was an accumulation of water on the floor area from an overhead pipe that was leaking water. The firm has an active pest control program. Pest control records related to refineries A, B, E, and Starch were reviewed. Pest control records indicated some cockroach activity in similar locations as mentioned above, but not specifically the two areas as mentioned above. The firm stated that they plan to contact their Pest Control Operator to consult about treatments and possible corrective actions to be taken to eliminate potential pest harborage areas.
- Equipment, containers, utensils
Failure to maintain equipment, containers and utensils used to convey hold food in a manner that protects against contamination. Specifically, I observed a large hole in the top exterior wall of starch slurry raw material tank 18/J9, located in refinery A. At the time the condition of the tank was observed, it was also observed that the tank contained a yellowish liquid substance, which was described as starch slurry with an added enzyme. This starch slurry is a raw material for corn syrup(s) produced in refinery A/B. A photograph of the hole and condition of the exterior tank surface was taken. Prior to exiting the area, the firm’s representative provided a response that the refinery operators were instructed to shut down the tank, remove the tank from service, and quarantine the yellowish liquid substance until an assessment of the liquid could be made to determine its safety for further processing or use.
