Agency goes out of business, no other agency wants to take on their files, state says they don't want them and don't have to take them...

This is wrong - these files should not be destroyed.

If I was an either set of parents I'd be pretty concerned seeing as your SS#, detailed personal info, medical history, everything would be in those files - some out of date but the trail is right there...not to mention details the adoptee may be waiting to get - the non-id and whatever else has been left in the file. Just wrong...
