We adopted from China, but have friends who adopted through Haiti. It didn't take as long. They were matched pretty quickly and made several visits there before taking her home.
I've been reading more on Haiti, and it seems as though some people are actually making it through now. However, if you don't even have a referral, I would have your agency look into it. Some pre-Hague cases are not going anywhere at all. Also, Haiti lowered the number of agencies it approved to do adoptions after it went Hague. I would just check to make sure your agency is still approved by them.
In 1983 we were told 17 days after we got word our home study had been approved that we were matched with a baby. It took 6 weeks more to get her here. She arrived on New years Eve to Hartsfield Airport in Atlanta long with 7 other baby girls.
Only minutes after she was placed in my arms.
For our girls from Vietnam it was much more complicated. I had to make two trips for each girl and ended up going to VN 4 times in 11 months and I HATE TO FLY. But still we got them at 3 months and 7 months.
Sadly those days are long gone. Our VN girls are now 13 years old.

We are pre-Hague. Our dossier was submitted to the Haitian social services in March 2014. The Hauge switch took place shortly after that. We filed an I-600 A. So we are prematched with a child and we are waiting on the birth parent interviews. IBESR is now requiring that the birth parents be interviewed twice, before a referral can be issued. So now that is where we stand. In March 2016, it will be two years waiting for a match
Our adoption journey was really fascinating and thanks to our agency Adomir Adoption who did everything possible to speed up the process, we were lucky to adopt our orphan girl from Ukraine in 10 month from the day of initial application to coming home. However, I know a couple who have been waiting for 5 years for matching with their Colombian adoptee but still have no feedback. so, it depends.
I don't remember how long it took us to put the paperwork together, but once we were paper ready things moved pretty fast. We were matched in 2 to 3 months, went to visit 4 months later, then brought her home 9 months after the match. This was in Guatemala and was pre-Hague.
2 years: ugh! You have a lot more patience than I probably would.
All the Hague Convention seems to accomplish is to prevent intercountry adoptions entirely. Which I suppose is one way of achieving its goal, but probably not the best way.
Adopted 2 times from Russia, in 2001 and 2008.....first time, very easy...1 trip, 9 months
The second time shows what happens when governments get involved, red tape, shutdowns, ugh......5 trips, 3.5 years
It depends not just on the country, but the situation in that particular country. It took us 18 months the first time we adopted from Russia in 2001 and two trips. The 2nd time we filed most of our paperwork over a 4 month period but weren't in any hurry to finish and the agency encouraged us to rush the completion. We got matched in 3 weeks, although it took another 4 months to finalize it.
We finally received our referral (match) from Haiti after 27 1/2 months! We now go on our 2 week bonding trip
