You can camp in a tent campground or state park and sleep in your SUV. You probably can't stay in one place the whole time, some parks may require you to move every seven days or so.

There are websites with boondocking listings around the country. Where you can park off grid for free or low cost . Not always up to date but google it. Look at several and at least you will have leads of where to search. And ask ahead of time so you don't get kicked out in the middle of the night.

Casinos might let you do it. Same with Walmart. Truck stops are an option. You can always just park on a residential street. If you don't make noise you can probably sleep in their stealth style.

Walmart’s can vary location by location, so I wouldn’t count on Walmart.

I would recommend downloading TruckerPath. It allows you to easily find truck stops (Phoenix isn’t overly blessed with them), and they are generally a good place to park overnight in the front lot. Be kind and don’t take up a truck parking spot in the back. Most truck stops are fairly safe and 24hr, so there’s traffic in and out and you don’t get the “lot lizards” you hear about at many of them. Trucker path also has reviews of them so you can assess amenities and safety (beware, truckers are salty and like to complain). Showers are $12+ per use, so you’re probably better off getting a gym or YMCA membership for showering, but the other bonus is that you can wake up and grab a coffee and snacks. Was a trucker for five years, and TruckerPath was pretty great, you’ll have to be a little discriminating and choose spots with larger front lots for cars though - satellite views are helpful. This is still what I use when I’m on a road trip in my van with a mattress in the back.

I know in Tucson there is free BLM land and the Casinos let you park up to 7 days I believe free. In Phoenix there are casinos on the east and west sides of the metro area. Walmart may be an option. There may be fairly affordable RV parks in town. Might be cheaper if you are self contained and don't need their hookups. I know there are lots of them near Mesa. Truck stops sometimes let you park free overnight in their locations.
I've found Love's to be pretty reliable about allowing overnighters. Petro, too. I hope the OP comes back and lets us know how he's doing. It seems he may have given up on sleeping in his SUV in favor of trying to find a roommate.

A truckstop perhaps? They have showers and toilets but it probably will be noisy. Good luck.

Truck stops. You get everything you need and for very cheap. Parking should be free.

I’ve found Loves to be generally reliable. Pilot/Flying J can be nice but less consistent

I think Love's has the best restrooms of all the truck stops. The stalls are fully stocked with TP and seat protectors, the sinks have instant hot water and there are plenty of paper towels and soap dispensers. They are relentlessly cleaned. Compare that to the horrible rest stops.

I had hoped the OP would come back to tell us how he's doing.

I parked at a Love’s to get a few hours of sleep (hotels all sold out and I was too tired to drive any farther). Would they tolerate someone living there for weeks or months, though?
