Japanese aren't the most outspoken people in general. They tend to try and be polite about their words while being honest and have a huge emphasis on being polite. At the same time, I've been able to have discourse with Japanese people so its not like they don't have their own opinions are aren't able to come up with their own opinions. They just aren't as opinionated or so outspoken like many of us in the west are. Even compared to their other Asian counterparts (parts of China and lots of South Asian countries), Japanese aren't great when it comes to just being forthright about things.

Asians in Asia are generally less outspoken than westerners. More submissive to parents, teachers and superiors than western cultures.
