Read my prior quote, any university just starting out certain research and engineering programs have a lonnngggg uphill battle to settle in a reputation. You can't just build a standard classroom building, hire some engineering Ph.D's, and expect to have the start of a great engineering program. You start with just one or two fields of engineering, you invest BIG in the infrastructure, and you invest BIG in the professors. Starting up a business school or a law school is much easier because many of the professors are simply private sector guys or ex-CEOs/lawyers who want to teach, and all you need is a standard classroom building.

You have made some great points.

Medicine, science, and engineering do require expensive infrastructure. It's not cheap.
