Ok.. you need to stop trying to stop looking for cheap cars that has obvious problems. You are obviously in no position to buy these types of car if you have to ask.

How can the seller use a KBB "fair condition" price when the car will not start? So if you bought it would you pick it up with a tow truck?

The timing belt problem is undiagnosed? It could be a broken timing belt. It could be a timing belt that skipped some teeth on the pulleys so the camshaft is position incorrectly. If it is an interference engine, it could have a completely damaged valvetrain which would cost you thousands to fix.

Run away.

"Undiagnosed Timing Issue" does not necessarily mean it is the timing belt. It could have bent valves. A head rebuild will cost you thousands.
