That's funny. Traffic circles are great in their place (where no entering traffic has priority), but wouldn't address this issue.

Also as an afterthought -- I can't imagine what the person or persons who designed the Kohls parking are was thinking.

That's a ridiculous "Florida Parking Lot" plan. It's totally foolish in a state where you have to plow snow IMHO.

It never made any sense to me as to why they wouldn't allow people to turn left from I-95 to Stillwater. I mean, the traffic coming out of Kohl's doesn't get to go at the same time, so it's not as though there's any legitimate safety concern.

As I recall, the concern at the time was that traffic would increase in the "tree streets' area.

The article seems to confirm that.

“At the time this was put in, there were a considerable number of citizens concerned that this would increase traffic on Howard Street and the ‘tree streets’ between State [Street] and Stillwater.”

Reloop - lol I agree. The Kohl's parking lot in Bangor reminds me that the same person must have planned the parking at McDonald's in Freeport and the Mall in Augusta where Pier One is located. It is totally convoluted.

Rules and sigange are relevant to conditions at a specific time. when conditions change the rules need to be revisited. It would be commendable to make changes as traffic flow patterns change. that would be a sign of public responsibility and not an attack on someone's original strategy.

Staying in that area for a week, I was wondering about that intersection. If you drive any of those roads everyday you get used to the flow but if you are a first time or occassional visitor you will be scrambling to figure out the maze.

Yeah, there are definitely some places where you need to know which way you want to go *before* you get to a point where you can see any signs or arrows. Sometimes, if you don't know, by the time you see some directional information it's too late and you're screwed.
