Western Canada has no MLB team: Vancouver, Edmonton, Calgary, Winnipeg?
Vancouver is the only realistic option of these. Winnipeg has a metro population of about 780k, that's not going to be nearly enough for 82 home games.
'pressure' on local government for a new stadium? Sounds like extortion to me.
That's exactly what it is. It's worked before and it will work now. City governments attempting to get a team to move there along with professional sports franchises have little in the way of scruples. Conversely, when local governments try to stand up to this "extortion" they almost always give in, AND THEY GENERALLY HAVE TO. Over and over franchises move out when they don't get ridiculous freebees. There's a long history in many sports of municipalities having a gun put to there head or they lose the team.
Easiest move TB to Montreal
and Oakland to Las Vegas
Or hold out the new collective bargaining agreement to expand and realign all MLB to make more sense.
Expand to 16 teams in each league w 26 man rosters( 52 new jobs!); unify the rules (DH,etc) institute hard salary cap and reduce regular season to 156 games
16 games versus the other three divisional teams= 48
9 games versus the other 12 league teams =108
expand playoffs to first round 3 game series
If you want to keep inter league shorten in league rivals to playing 8 times and have a 3 game series with alternating opposite league divisions (4 teams) for the other 12 games

I like Las Vegas which is a city that many people like to travel to for conventions, entertainment, etc.
It gives fans of baseball a very good reason to follow their hometown team to Vegas for a road series where they can see a game, do some gambling, see some great shows, do some shopping and get in some sightseeing as well.
A great new football stadium just opened there last year for the Oakland Raiders, so maybe the Oakland Athletics can follow suit.
As more casinos open up around the country it detracts somewhat from gambling in LV, but the NFL team now there enhances the tourist economy, and an MLB team would enhance it even more since the season has 81 home games spread over a six month season. People from the frozen north would like a trip to sunny and warm LV, especially during April.
My other favorite city might be Havana, if we can work out our FUBAR diplomatic mess first, but that may take another 20 years.
Austin, IMO, is too close to Dallas (196 miles) or Houston (163) miles.
New Orleans is too endangered by hurricanes.
Memphis might be decent choice, it seems to sit in an underserved area but not sure the demand is there.
El Paso is far enough away from other team cities but not sure the demand is there.

Memphis isn’t much of a baseball town. For various reasons, I don’t see them filling a stadium very much, even if they’re winning.
Same goes for New Orleans.
I think Vegas would be like Florida. Too much entertainment competition for 81 games. Football is a different animal.
Also, I think it would be depressing for people trying to get into the home team always being outnumbered by the visiting team’s fans making it that much harder to build a fan base, especially with all the transients and tourists.
The Austin/San Antonio area is huge and perfectly capable of supporting a team. It’s not rabid baseball country, but I think they’re the best shot.
As for distance from other markets, sheer population numbers override that concern at some point.
Best scenario would be to figure it out in Oakland.
To the city that throws the most public funding at a stadium, of course. $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$
