Why is New Orleans, Baton Rouge, Livingston Parish so dirty? I traveled many times from Texas to Florida and all the other states are clean looking and kept up. But when I hit Louisiana its so dirty, not kept up. Just saying.

Could you be a bit more specific. Was it litter, if so where? Was it remnants of flooded areas, if so where? Was it Mardi Gras residue? Was it fauna, flora, what brought to your mind 'dirty'?

Livingston Parish certainly doesn't feel dirty at all, though parts of New Orleans do. Baton Rouge is mostly nice except for North BR.

Parts of all of those places are clean. But your post is kind of confusing. Every place you mentioned is affected by poverty that has been exacerbated by natural disasters.

I think it's a combination of demographics, a mindset of alcohol and partying (City that Care forgot), and the fact that it floods floats all kinds of crap around.
