They are following the lead of Quebec who forced French across the country. It didn't suffice having French in Quebec, it had to be pushed everywhere. The apparatus is already there and was ready to be used for other social movements.

Sorry. I am missing something who is pushing French everywhere?

I suppose one can have issues with how the Canadian government has implemented federal-level bilingualism, but it seems to me what we are talking about here (diversity hiring) is a different subject.
Being bilingual is a skill that anyone can have. No one gets hired just for being francophone (without knowing English) if the job requires both languages.
Diversity hiring OTOH is just based on stuff that is innate to people: visible minority, disabilities, etc.
I can learn another language to qualify for a bilingual job if that's required, but I don't have any way of becoming black or brown if the requirement says they need to hire a visible minority.
The Joual activists were the original activists. Why does someone in Ontario have to worry about whether or not Quebec is satisfied with the amount of French presented on coffee cups in Calgary?

The language quota agenda has artificially promoted unqualified native francophones to positions of power in a disproportionate manner. We all know that its far easier to learn English than French, when the "French" in Quebec is really Joual, and is only spoken in the most economically stagnant and racially intolerant province.
the most economically stagnant and racially intolerant province.
The most racially intolerant province is actually British Columbia. BC has the highest number of reported hate crimes out of any Canadian province.
