No it didn't, it's been "on hold" for nearly a year....it has been nothing but a hole in the ground for a year now....and the architect Calatrava filed a lien against the building for non-payment. if it will ever even be built it will be at least a very long time.

It's a mess. I highly doubt it will ever be built..and in the best case scenario in, at least a very long time.
Oh, my mistake. I thought when your link said construction began on the Spire last June, it meant that construction began on the Spire last June. I had no idea neither caissons nor the foundation counted as part of the structure.
