This next one is in Grass Valley, CA (It does snow there, however. I have a dear friend that lives there and she reports that it definitely gets snow. Still, posting it here for you to look at.) https://www.zillow.com/b/brunswick-e...ley-ca-9NsHwR/
Okay, not sure about this next one. It's in Las Vegas, NV. Looks as if it's a mega hotel that's been converted to apartments. Monthly rent doesn't look too bad but you'll have to investigate it more on your own. https://www.apartments.com/the-rita-...as-nv/zj4ghdw/
This one has potential if you don't mind living in a very large closet. It's a senior apartment, also in Las Vegas and the rent is $363 but the sq footage is pretty danged small, 168 ft. I think my garage is bigger than that but maybe you can give them a call, inquire about other places in the area. I don't know. It's Las Vegas. Don't know if you're interested in that but here's the link for it. https://www.apartments.com/sunrise-g...as-nv/2n41fkb/
I think you get the idea. There are a lot of online sources for rentals. You just have to google them and then go from there. Good luck in your search. I know it can be a challenge but it's doable.

Thanks for taking time to write a reply. I will double check zillow, but from long past experience ALL of the so called housing rental sites are bogus in that you cannot contact the person who is actually doing the renting, but they make you go through a lot of privacy invasive BS and then they require you apply in person or by phone.
Since I am coming from abroad my initial contacts cannot be in person or by telephone, so that eliminates 99.9 percent of their so-called rental listings. From long ago memory I am surprised you we able to find cheap rentals on zillow as they almost always only list expensive ones. But I will double check it. I would really like to avoid any subsidized housing as there is always a year or longer waiting list and a zillion bureaucratic hoops to go through together with all the paperwork to get one. As I stated in the OP, I will not take any place where there is any appreciable snowfall or daytime freezing temps.
Judging from all the cities who are witnesses mass encampments of Citizens living in tents, there may not be any units that fit my needs. I am not fussy, safe, clean, functional my only requirements.
Well. If you already know it's nearly impossible to secure a place to live without divulging information, and you don't want to live in an area with any measurable snow ... Here's another idea. Your money might go farther in Mexico. I could suggest a place with no snow, warm sunshine, sandy beaches and a mecca for tourists. An old friend of mine had enough of the cold and dreary weather of Maine and escaped to Zihuatanejo. He bought an old boat, fixed it up and takes tourists out on fishing ventures. He's living the good life. If you're at all interested in that sort of thing, think about Mexico.

Mexico. It's gotten a lot more expensive, not the bargain is used to be. Lots of disadvantages of living in a
foreign country that aren't apparent until you're there a few years. And Mexico now does not extend the 180 visa allowance it used to, so you're dealing with visa issues all the time. Plus the violent crime brought about by the cartels,-be careful where you live there. Medicare is no good in MX, nore are the rights guaranteed under the U.S. Constitution. You get into touble there and you're on you own. The State Dept. won't help you. But it is an option worth considering.
