The article states the 50,000 is in addition to the 2 million loan used from stimulus money to lure Mast. What the article didn't make clear is if this additional 50,000 is a loan or simply an additional expenditure.

$2 million in incentives are being used for Mast General Store? Really? Mast is neat and everything, but not worth $2 million in incentives IMO.
