I have Adobe Reader Free with Windows 11.

With some documents, the Type Text tool is on the toolbar but with other docs, it's not there.

Does this just have to do with how the doc was made and saved? And it requires Adobe Pro to change it, is that right?

I never found an answer, except that the creator of the doc said it's "really old."

I can also use Insert Text Comment, although clumsy.
