Why do some 1080p vidoes on Youtube look like 360p? (control, convert)

Its running at 480 for me because Youtube is capped at that rate at work. However, I would assume it would be at 1080 if I wasnt at work. Its deffinetly not at 360.

It has choices up to 1080p and it is set at 1080p on Youtube but the quality is garbage.
The video uploader already says 1080p and in the options, it is shown up to 1080p on Yotube.
And yes, some of those 1080p old movies on Youtube look like 360p.
Your monitor perhaps? Some kind of throttling on your end? Im not sure. Only thing that can be ruled out is that it isnt the video itself, especially if its happening with other videos.

It is happening in 1080p old movies on Youtube.
Despite being 1080p on Youtube, they don't look remastered at all. Poor Quality.

Also, because there is no rhyme or reason, and certainly no quality control, for most of Youtube. Someone could take a 360p video and "convert" it to 1080p, and then upload it.
