Does anyone heard of FatCoupon cashback website? (offers)

I am looking to buy a desktop (costing more than $1700), so I am also looking for a cash back referral program.
I have been using Rakuten for years, currently, it offers only 2% cash back for Dell purchase. I think 2% is reasonable, although it is not good.
Attached: I just found out that FatCoupon offers 13.2% cash back, that is too good to be true (more than $200 cash back for desktop). Is it real? How does FatCoupon work?
When I click "Start Shopping", it goes to external site, how can FatCoupon know my shopping trip?

Edit: Just got email reply from FatCoupon, capped at $15, not good at all. Worse than other cash back referral program.
Of course not using it, only $15 cash back, other website offers better cash back.
