Yes, there are one way streets.
But, their use is restricted to the cows we have roaming.

Left on red only happens on one way streets. The question and the title are related, though agree with you that it could have been tied together better in the question.

If you're wondering why a New Yorker wound up here, it's because the thread title caught my eye- I forgot about one-way streets and thought "What?! Left on red??!?!" but the question brought me back to reality
