Water is a very basic bill in life.

Yes....I think most have the means.....but, they have been getting away with not paying.

That made the bill larger than if they would have been paying all alone.

The "chickens came home to roost" as the old saying goes.

Time to save up and pay their bill.....it might take a while.

Ok fine. Fair enough. I took hold of that discussion and ran with it, that's my bad. But I don't want to discuss it here, when we are already having the same discussion in another thread. I'm changing my mind, I don't want to discuss the water issue here, I'd rather discuss Detroit's future in this thread. So let's focus on that, shall we?
