The general gist is that glycemic index measures how foods raise your blood sugar in a vaccuum, while glycemic load factors that in along with how much you eat.
1 cup of white rice may be more glycemic than 1 cup of brown rice. But eating 2 cups of brown rice is probably more glycemic than eating 1 cup of white rice.
