Probably a scam. If it not linking to a state site (.gov), then it is a scam.

Just who "informed" you about this debt relief option OP? That's probably your first clue to how legit it is. There are private companies that offer debt counseling and consolidation services.
I strongly believe it's not true and not even legal.
Also Iirc, Congress passed a law in 2005 that made it harder to pull the bankruptcy excuse as well.
I have 6 credit cards. Balance is $0
CCs are one of the most pernicious things in American society.
Next, is car loans. Only pay cash for transportation.
Change to bankruptcy forced some payback, not outright discharge like in prior years.
CC's are fine, just don't spend more than you can afford to payback.
Car loans are math, very easy to figure out before you drive away from the dealership. Absolutely nothing wrong with a car loan (nothing more than 60 months, single digit rates only). Due to inventory ballooning the manufacturers will be doing 3.9% loans like Ford is offering now.
I was informed that state or govt is offering credit card relief for some people who qualify
Is this true or just a scam ( I live in CA )
I’ve also heard people who make less than 250k can qualify ?

So far, nothing appears as legit for the type of "credit card" relief you are discussing. Scammer often prey upon the weak with too good to be true type offers, often using some "government" backing to entice the foolish. They hope that some poor slob will act before they engage their brain (often true as that's why they are in debt to begin with) and give out their personal information before realizing it was an obvious scam.
