After Portugal decriminalized drugs, they allegedly send people to a local commission with doctors and social workers for rehabilitation but how exactly is that enforced? Does it start with an arrest by a police officer? How are they held in the rehab center? Is it against their will, or are they prevented from leaving?

Manny people often suggest Portugal's style if drug treatment is a better option to incarceration but there are many specific details that I can't seem to find the answer to.

Under the 2001 law, drug dealers still go to prison. But anyone caught with less than a 10-day supply of any drug—including marijuana and heroin—is typically sent to a local commission where they get counseling and talk about different options.

Three supervised consumption rooms also opened in Lisbon at the start of 2019.
Portugal has showed that, without spending significant sums, governments can give drug users the tools to put their lives back on track. But to do so, it will have to stop treating them like criminals.

So they are sent there by way of arrest and detained there? That's my main question. If so, then it's not really all that different than being put in jail minus the consumption rooms.
