One thing the British Isles have that we can't always get in good quality here: shortbread cookies
Another thing that seems to be enjoyed is good jam/preserves. American grocery stores carry jam, but your friend might enjoy some from over there, as it tends to be better in my opinion.
My mother in Ireland always sends me this fantastic chocolate that I think is technically German.... it's called Arko. Love it! She also sends me Jameson Whisky and some other type of whisky that is made in Galway, where she lives.

To the OP, I keep coming up with ideas, but then wonder where in the U.S. you might find the foods, and I was coming up blank. Finally I just googled to see where you could easily purchase Irish foods. Even if you don't purchase anything from there, it will still give you some ideas. Good luck!

Mmm, yes. I had the yummiest marmalades in England, not just orange but lemon too, with thick-cut rinds in the jelly. Yummm.
