If you live near a military base and are moving, doesn't matter of your a civilian. Check out the local base for free boxes. Miltary members get their household goods shipped for free and when the service member moves to a new base they usually put all the boxes on a curb for recycling to pick up.

Unfortunately, it might be bad advice for most folks looking for free boxes. Recently the Department of Defense (DOD) has tightened up regulations allowing civilian access to military bases as a security measure. This was implemented after pizza delivery workers were caught plotting terrorist attacks at an installation in New Jersey. Since that incident, anyone wanting wanting to get onto a military base will be faced with much, much tighter security restrictions. All unescorted individuals will need to pass a DOD background check.
