gradual reductions to the MA plans over 10 years and increased payments to MA plans that rate highly based on certain quality metrics.
Another 30% comes from negotiated payment reduction to hospitals, using the carrot stick approach that they will have many more
paying customers once ACA is in effect. As it is now, some hospitals are not reimbursed for uninsured patients that they are forced to take care of by law.
The remainder comes from payment reduction to assorted providers and encouragement of "bundling" the bills together in an effort to increase efficiencies and reduce things like hospital readmissions. I read that some 8% would be taken from home health agencies. I'm not too crazy about that one, but need to read more about it.
From what I've seen, there's absolutely no difference between 2012 and 2013 benefits. I read an article that said that Obama the evil one applied these demonstration project funds to Med Advantage plans in targeted swing states so that he wouldn't lose votes in those states. I live in Texas, far from being a swing state. If that story were true, Obama wouldn't waste his demonstration project $$ on us. Instead, he would have poured it all into Flor, Ohio, Penn, Virginia, etc.
