Plus our legislature only meets every other year anyway. I doubt the Governor or the Luetinent Governor

Doing something like that would require the Texans and the Rodeo to completely re-imagine what NRG Park can be and buy into a completely different future. I personally think NRG Park has a lot of untapped potential that's mostly limited by imagination and money, but casino operators tend to have plenty of both.
If casino gambling in Texas was to happen, not at least exploring the Astrodome as a casino site would be a huge missed opportunity.

Uptown is interesting because I feel like the residents really wouldn't want a casino over there either. But, the Fertitta factor may make that viable where it otherwise may not be.
The Convention District I could see, but I can't see a casino in that area having the scale of something like what you could do in Uptown (or obviously the Astrodome). They would definitely have plenty of customers though.
Galveston I think is a no-brainer, but only after something in Houston proper. I agree with the opinion that you'd make more money in Houston than Galveston, but a Galveston site would have the effect of enhancing everything else Fertitta has going on down there (assuming he would indeed be the guy to make these investments).
