Senator Kennedy is awesome. If you haven't listened to him, you are really missing something. Biden obviously has chosen not a single individual that is competent. This is a clip of Sen. Kennedy questioning Homeland Security, and he brings up having a "Safe First Country" for seeking asylum. That requires those flooding the border to seek asylum in the first safe country they reach. He is saying that would eliminate 70% (an example) of those coming in, with only Mexico entering. I seriously doubt anymore if 30% of those storming our borders are Mexican, as the ones I have seen interviewed are coming from all over the world, especially China, and many caught on camera appear to be Middle Eastern.
So, this video shows a level of incompetence that only Biden, himself can top! Imagine you showed up with your boss in the real world, and how you would be on the unemployment line the next day.

Like their going to listen to him - they won't even let him run against Biden because he's a bigger threat than Trump
He's not enough of a partisan hack. Since he endorsed John Kerry for President he was done in terms of the national GOP. Locally he remained popular but on the national stage that's unrecoverable.
