Any luck calling to follow up after sending your resume in? (employees, applying)

The Instructor/Leader of the job hunter support group I am attending told us last night that we should call the hiring manager or recruiter one week after we sent our resume in for an advertised job if we had not heard anything. He kept saying, be aggressive, what do you have to lose.
Most people in the group are unemployed older workers 45 to 65 years old who have been facing long term unemployment. Most of us are applying for corporate jobs in offices in companies over 100 employees with a HR Department doing the initial screening of the resumes.
Our Instructor tells us to find a name to call through a premium subscription of LinkedIn and give them a call, blocking caller id, late in the afternoon and keep calling until they answer their phone. If you get voice mail hang up and call again the next day.
For corporate jobs, at mid sized or larger companies, has anyone had any luck calling, either HR or the hiring manager, after you submit your resume to make a pitch for yourself and ask for a face to face interview?

I immediately nix the people that hang up. It went to voicemail because I didn't want to answer the phone at that moment. Be professional, leave a message.
It may also depend on the position. I'd imagine in Sales or lawyers you are expected to be aggressive and pushy as those are characteristics of the job. In other jobs it is just as likely to p__ someone off and make them trash your app as take notice but if you get enough notices it is worth it because most will eventually trash you app anyways.
I have had no luck doing this though. The time I tried it I got hung up on. I can't even get in contact with them many times after an in person interview.

If you called me, I would tell you to call HR for an update, and would give no information at all, as is our policy. If anything, it would be annoying. Though I would not hold it against you, it certainly wouldn't help. After the interview the HR person handling that position would give you his/her number, and that should be taken as the person to contact for any questions.
Back when I was a hiring manager I was always shocked how few people made an effort to call me and ask for an interview. My friend who works in HR says very few people call. Maybe they think they will come off as desperate or ill at ease or they will be treated rudely.

Isn't sending in a resume asking for an interview?
I don't get this one.. Never would I send in a resume and then call and ask for an interview.
By sending in the resume.. I am expressing my interest.. If you(or whoever is hiring) has interest in me after reading the resume, then they should call and setup the interview.

This ^^^ is not just aggressive, but VERY annoying behavior that would reflect poorly on you.
