I didn't see that "point of contention" - all I saw was a wholesale rejection saying "is this a joke" - I have some people blocked and they may have posted.

A thank you note can be a word document, which I've used in previous applications.

A physical note is a good idea because how do you know what their e-mail address is to send the electronic thank you note? You may not get their e-mail and not get the chance to send it.

Yes, but I wouldn't skip over someone because they didn't have them. There are other more important factors for someone's credentials, experience and how they interview that is vital to the department than a stack of certifications. From my professional experience, I've not seen noticeable differences in the performance on the job from those after getting certifications. If needed, someone can always obtain a certification fairly easily compared to getting a master's degree.

Whereas critics can always say that they'd prefer people with better experience over education

It'll depend on the company. Some of them really do require these certs because they've found them useful, or they're required by law (passing the bar for that state. Medical certs. Etc.). And yes, will explicitly point out that those HM don't just see a cert and automatically hired them. They still need to interview, and demonstrate their experience will be a good fit for the role.
