Yes to all of these. You should be filling out at least one application a day if you can. Also, practice interviewing. Look up questions that a possible employer might ask. Getting the interview is only the first step.
Don't forget to let everyone you know that you are actively looking for a new job in the field of your choice. You never know where your next 'connection' might arise.
Getting hired begins with you knowing what it is that you are looking for, followed by a visually, and contextually appealing resume, together with an enticing cover letter that will make the reader want to get to know more about you. In other words, you have to set yourself apart in some way. Interview prep, and practice are also very useful. But despite all the tools and resources on the web, be authentic.

Going to an employment agency is not a bad idea since they have relationships with lot of employers in your area.

True, it takes a lot of effort. I would start by doing the research and find the companies that do the kind of work you are qualified for. Then go directly to their corporate websites, and most will have a jobs/careers page with openings posted. I passively let recruiters come to me based on my LinkedIn profile. I don't post my resume on sites - get too many farmers and garbage recruiters that blast every junk job they can find. Most companies don't even have paper applications anymore. Employment agencies will take 50% of your salary just for the privilege of cutting you a check every 2 weeks.
If recruiters won't come to you, your best bet is to scan Indeed and LinkedIn.
