I randomly ran into a hiring manager who told me I could apply to a position and put him down as a reference on the online application. This was over 3 weeks ago and I haven't been called for an interview. How are references on applications handled? During review, does HR actually contact the internal referral before reaching out to the applicant, or is this typically done after an initial phone screen?

We can't tell you how some random company conducts their hiring process. They can do either, or they can do both. Are you sure HR manages the hiring process? At my place of employment it is HR's job to forward all applications to us; it is not their job to determine who is going to be interviewed.

The process may be delayed for any number of reasons, or other applicants were better candidates, so you didn't make it past the resume screen.

First step is usually a phone screen with HR to make sure I'm within salary expectations, experience checks out, etc, and then the information is forwarded to the hiring manager, so I'm not sure if the hiring manager even sees anything before the screen.

Do you know this hiring manager? Did he say you should list him as a reference? Just because he said you could apply, doesn't mean he is a reference.
