A senior friend of mine is looking at buying a house in J.C. close to Civitan Park. I have been by this park but don't know anything about it. Public parks tend to draw the drug users and other criminals in my opinion. Is Civitan Park a safe area for a senior?

That isn't the most affluent area of town, but there's no reason to be concerned for safety, especially during the day. That far down Unaka is far away from the parts back toward downtown, where there may be a few more problems.

To my knowledge, Civitan is basically only used for youth soccer for parks and rec. And Ruritan right across the street from it is basically only used for those going to the water feature or having birthday parties. Its a fine area.

To the north of Civitan is good. To the south of Civitan it's ok for a couple blocks but further south is not where I would want to live.
