They used to be more strict about window tint, but I agree not anymore. I think that about 50% of cars in the carpool lane are solo drivers with dark tint.

UPDATE:

I just got back from L.A. I didn't see any difference in California vs any other states for window tint. I saw everything from pitch black door glass to perfectly clear.

Safe to say that California/L.A. isn't any stricter on window tint than any other state/location.

Just an insider tip ... tint stops are almost always PC stops, so if you don't give them a reason for the stop, you'll be fine. Now... if your 1978 van looks like its giving out free candy to kids on November 1st, you might have an issue.
I be curious whether they were really hungry for revenue at that time likely tried to get for speeding or seatbelt but failed but had to write something for a reason for the stop. I be curious how many AZ plate holders had been cited for no front plate in other states that requires a front plate. There seems no way for a vehicle to be 100% legal in all 50 states, territories, and District of Columbia due to variances between them.

I also ask how strict Baja California is on this these days on tint on front windows/windsheild. I heard For a while they were, or the officers there find it a great opportunity to pocket a morbida. Apparently they insist that it applies to foreign vehicles as well. I be curious whether they also require Arizona vehicles to have front plates. In Baja or Sonora for that matter and try to collect bribes for those they catch with Arizona plates since Arizona only requires rear plates.

I read that reflective tint is legal in California as long as its similar to a window, which is sounds pretty vague. But I like vehicles that have reflective tint and some comes with it from the factory i.e the Nissan Pathfinder back in the days. I be curious what tinting company in SoCal install it for the rear windows at least. One I know only installs dark tint as they believe reflective is not allowed even though they routinely sell tint darker than what California officially allows for the front windows/windshield. They do have reflective tint for their office windows though.

One thing to Beware of the hazards of darker tint in the front is that at night it can inhibit views of dark objects and people walking or bicycling on the road. In the rear while not as bad but it can still inhibit your views when backing out where poorly lit i.e on a hill street between parked cars with few lights and a quiet skateboard/cruiser board bombs down the hill at that time.

Wow free candy on November 1st. I guess there were issues of vans giving out leftover Halloween Candy the day after in some areas interesting? Interestingly last November 1st a Amazon DSP guy actually said trick or treat when I happened to be in the doorway when he dropped off a package I gave away most of my leftover lollipops to him. That item was supposed to arrive on the 31st but was delayed one day.

Out of states vehicles (or in state vehicles for that mater) w/ only one issued plate is not a citable violation. The VC reads "when two plates are issued, they must be affixed front and rear", or something to that effect. If no front plate issued, no need to display.

5200.
(a) When two license plates are issued by the department for use upon a vehicle, they shall be attached to the vehicle for which they were issued, one in the front and the other in the rear.

(b) When only one license plate is issued for use upon a vehicle, it shall be attached to the rear thereof, unless the license plate is issued for use upon a truck tractor, in which case the license plate shall be displayed in accordance with Section 4850.5.

In California state it is 70% for both front side windows, and for back side windows you can use any tint level.
