Neighbors complained about rats and such, and the City got a warrant to look, and found he was a hoarder.

Interesting and what I consider to be draconian law there. In our city of 65,000 where the median income is $174k and median home price $1.9 million, I have restored two classic cars, working on another now in my driveway. Two blocks away a guy operates a shop repairing high-end vehicles in his garage, which has a raised ceiling and a lift. He has a permit for a home-based business from the city. Like many others, we have a travel trailer on the side lawn, and a lot of people park their 3rd or 4th car on the lawn.
