You certainly throw that word around with abandon, although I'm not sure you actually know what it means. Discrimination based on what? And please don't say "because they're kids". Children aren't somehow protected from having to adhere to common courtesy laws simply because of who they are.

Unless the kids are playing loud music at 1am, I doubt that there are any laws that prohibit them "being kids".

Not that I don't sympathize with the OP. I hate parents who do not discipline their kids to be "reasonable". Especially after neighbours have "asked" them to please turn down the noise.

The best thing is to pressure the business (owners of the building) by having most of the renters sign a statement stating that the new manager is being unreasonable and creating an environment where the majority of the renters cannot enjoy their homes in peace in quiet.

If the owners shrug their shoulders, then I would consider withholding rent (hopefully from the majority of the renters). I know that business will pay attention when $$$ is involved.

Anyways, the key is to be as polite and reasonable with your complaint as possible. GL... loud neighbours are the worse and being kids is a stupid excuse.

From what document are you quoting? Your post should indicate the source in each and every post that you make, and you should include the source in such a way as to make it possible for someone quoting your post to include that source. You don't need to finish a law school.

If there is an act of discrimination against a tenant, she can go to hud.gov and file a complaint.

It's called "familial status discrimination". There are tons of documents if you google it.

It's not any different from "Italians are noisy. We won't rent an apartment to an Italian."

What exactly would be the underlying act? Nobody is talking about kicking these people out. Just enforcing noise laws they are breaking.
