I think a lot of it is just a feeling of pride in your local area, maybe they have worked hard to get there or alternatively (especially over here) it could even be said in jest, particularly if relating to a particularly rough and notorious area of the city. However, there will always be people who are just stuck-up! All depends which way you look at it. Suppose only the person who knows the people concerned could judge which one it is.
