Baltimore is surely your best bet, and it is not as bad as everyone says it is. Yes, it has its share of problems, but it has a many positives, too. If you're a city person, it's really the only way to go in Maryland. The nightlife in Annapolis is very limited, and there really isn't much nightlife in the suburbs.
