No idea why they are re-asphalting the road from Paia to Kahului. It was perfectly ok... and there are so many inland roads in Haiku that need work. Anybody know who signed off on this?

I've wondered, all winter, why they repaved the highway from Honoapiilani Highway to Kahului. (So far they've just done one side.) They tore up the best stretch of asphalt on the island and replaced it with concrete. Meanwhile the Lower Honoapiilani Road from Kahana to Kapalua is barely even paved.
Why didn't they spend the money there? Or rebuild Lahainaluna Road up to the schools. A turn lane in front of the Middle School would help immensely!
Probably Federal requirements or some other nonsense.
