That seems really high for just the structure - that implies $600-$750K for a 1,500 sq ft house

I get Kauai has higher costs, but still seems high.

There are brand new homes at Kohea Loa at nearly 2,000 sq ft for $510,000 listed online

That's definitely way too high unless you are going full custom. We built in 2013 and as I said it was about $200 per square foot. We did do the flooring ourselves after the fact as we could afford it (had plywood base). We bought the Home Depot DIY vinyl flooring which looked like wood and was recommended by the contractor. We also did the interior painting ourselves. So I did forget to mention those things. We found used appliances for good prices. Anyway, it's definitely possible to have a good solid home at that price and then do the more cosmetic things as you go. You can get the Certificate of Occupancy without paint and with the plywood floor base.

Here are some pics of the little house. We did have to sell a few years later and move back to the mainland so these were the realtor pics. Building was our only option to get the location we wanted. We found foreclosed 3 acres (we watched the market for 5 years to find that) and them built.

Maui's tax rate isn't based on the size of the land, but it's value, and zoning. (although obviously a larger plot will be worth more).

The Maui County Tax rates can be found on the website here: https://www.mauicounty.gov/755/Class...-Rate-Purposes

Let's give your plot of land a value of $100,000 for the sake of easy computation, and give it Residential Zoning.

Based on the 2017 tax rate in the link above you will have to pay an annual tax of $554/year.

$100,000 x $5.54 for every $1000 of value = $554.

If you're looking for building kits Honsador lumber has some decent priced ones starting from $50k or so for a 1 bedroom cottage. This however doesn't include a general contractor rate, and they charge about $225/sqft. to handle everything else if you bought a kit.
