Mexico's DF is basically the same concept as Washington, DC.
America, not allowing a Congressman or Senator, to represent it's nation's Capitol, is just beyond disgraceful.

Yes DF gets the same representation as every other state. In fact probably more than others because there are at large seats for each party based on voting results and due to the nature of power in Mexico its more likely these designated seats go to those who are from DF or at least live there.

DF (2 of the winning party and 1 of the first minority) elected by plurality (which achieves the most votes).
Also can get one more by proportional representation.
Deputies chamber
27 federal deputies by plurality.
Although in reality always more for proportional representation (districts) currently are 52 deputies in the Federal District

Most countries don't have complex differences between states and territories like we do. I believe Washington DC and the US territories like Puerto Rico, Guam, etc deserve full representation but the only way that will happen is though statehood (theoretically possible but only for Washington DC and Puerto Rico) or a rewriting of the US Constitution (which will never happen).

If the Democrats didn't pass representation for DC when they had the Presidency and both Congress bodies, they never will... even if DC has more residents than some northern states.
They will probably meet in the middle eventually... letting Virginia and Maryland take some of DC, and leave DC as Capitol + White House + Nationall mall only or something like that.
