I would love to see some facts and figures, but I would settle for anecdotal responses to the following:

Does Minneapolis have the most dangerous downtown of any major American city? Is there any other big city downtown where someone minding their own business is more likely to get robbed, assaulted and/or caught in crossfire? If so, where?

There are many cities with much higher crime rates than Minneapolis as a whole. However, most of those cities make a concerted effort to keep their CBD and entertainment districts safe through police presence, zero tolerance enforcement and other forms of good old fashioned city leadership. These things work.
Minneapolis does not even try.

Last year a token effort was made to crack down on open drug dealers on one of downtown's most violent blocks. It was quickly scrapped because apparently cracking down on criminals is racist if too many of the criminals are black:

I live in North Loop and would never think of walking alone on a Fri or Sat. night into downtown proper. Heck, I take a class on Tues evenings and leave every item of value at home before leaving at 5:00, as it's now essentially dark by the time I leave at 7:30. And yes, the Warehouse District LRT station corner is the area that gives me the greatest concern. Frey and the City Clowncil simply do not care about law abiding citizens. Our purpose is to sit down, shut up and send them a property tax payment every 6 months.

We frequent DT Minneapolis with our young children and have never had any issues. I’ve always noticed a decent police presence there so not sure why you’re asserting that the city is making no effort to keep downtown safe?

Become a trained, responsible gun owner. Minnesota is a CCW state. Learn when & how to use your weapon and how to store it properly. What happened in downtown Minneapolis is something that is happening in a lot of cities today and people - particularly single people who live nearby, need to learn how to protect themselves. Because mace isn't gonna cut it, neither is grabbing your cell phone and calling the cops.

When it comes to these kids and my life & safety I make no apologies. I'm going home tonight, and I will not live in fear by avoiding downtown and other places I have enjoyed spending time in for years.

I've spent time in downtown Minneapolis, and have not felt safe. It's usually been daytime, as well. Walking by the bus stops is a little unnerving. I walked an elderly woman to her apartment downtown, as I didn't want her walking alone. I'm not young myself, but she was in her 80's. I've lived in Milwaukee, and have never felt that way downtown. Never. Maybe it's because downtown Milwaukee is more bustling....and there are lots of people there to walk along the lake. A completely different vibe.

First off, no I don't think it's the most dangerous downtown, not by a longshot. I can think of many cities I felt more unsafe in.

That said, below are what I think are some contributors that make it MORE dangerous than one might think a MN city would be (just guesses):

Lots of loitering spaces: skyways, tons of benches and bus stops on Nicollet mall
lack a police presence because of the perceived safeness of the state/city. This is the opposite of NYC (which some might think in dangerous given it's size, however it has an overabundance of police to compensate for that).

In full transparency, I spent the better part of my weekends downtown when I turned 21 (sigh). I bring that up because in that time, I DID see guns drawn, I saw a gang smashing windows in a parking lot (mine included), I heard gun shots and had people tripping over my car hood as they scattered, I saw police with guns drawn chasing somebody. Now granted, this is at 1 am in the warehouse district. But I did see some crazy stuff go down.
