He probably knew that people wouldn't be rushing in to help and he needed to get out of the street before he gets hit again. He was probably letting the customer know the order would be a few minutes late and that the sauces might be a little mixed together.

The cyclist acknowledges that he went past a red light. The issue here is Hit and Run.
In NJ, these are the particulars regarding that offense:

The New Jersey Statutes Annotated (NJSA) Motor Vehicles and Traffic Regulations Title 39 § 4-129 governs what happens when a person leaves the scene of an accident. The 3 main provisions of the law include:

A driver knowingly involved in an accident that results in injury, death, or damage to any vehicle (including their own) or other property must stop immediately at the scene of the accident without obstructing traffic any more than necessary.

The driver must remain at the scene until they’ve provided their name and address, driver’s license, and vehicle registration to the owner of the damaged property.

If the owner isn’t available, they must leave a written note with the information or report the accident to the police.

The driver is also required to provide assistance to an injured person (including transporting an injured person to a hospital if it’s reasonable to do so).

The penalties for a driver who violates the New Jersey law for leaving the scene of an accident are:

Personal injury or fatality:
$2,500-$5,000 fine
Up to 6 months of jail time
Suspended license for 1 year (for first offense)
Permanent loss of license (for subsequent offense)
8 points on driver’s license

It’s worth noting that the law relates to a driver “knowingly” involved in an accident, but it also says that if there’s any personal injury or property damage in the amount of $250 or more, the driver is presumed to have known that the accident happened.

Even though she is currently stonewalling on the issue of resignation, IMHO Ms. DeGise is toast and should focus on mitigating her penalties rather than clinging to her City Council seat.

The penalties don't include lawsuits... because of her hit and run, she will get sued.

Although only her vehicle's image (and not her image) appeared on the surveillance cams at the scene, she did turn herself in at a JCPD station six hours later, so apparently she is not denying that she hit the cyclist.

Has the video been analyzed to determine her speed? Has the "black box" data from the vehicle been secured? Did the cyclist get treated by EMS or go to a hospital?
